Matt O’Neill
CEO

Matt has been a dedicated professional in the mental health and substance abuse treatment field since 2009. Over the course of his career, Matt has held leadership roles in multiple states across the country, gaining extensive knowledge and management experience in various areas of the field. Matt’s diverse experience has provided him with a comprehensive understanding of the treatment modalities necessary to deliver effective care and for patients to achieve sustainable recovery. Matt’s leadership experience, diverse knowledge of treatment settings, and unwavering passion for helping patients achieve their goals are fundamental to the culture and success of Liberty Bay Recovery Center.

Michael Bell, MD
Chief Medical Officer
Michael Bell, MD is the Chief Medical Officer of Granite Recovery Centers. After completing his residency in Family Medicine in 2003, Dr. Bell has practiced Emergency Medicine in Maine and Massachusetts for over two decades, including eleven years as ED Medical Director at serial locations. His journey includes ongoing personal addiction recovery which led to his interest in substance use disorders. He became a Member of the American Society of Addiction Medicine in 2018 and became a Fellow after earning Board Certification in Addiction Medicine in 2025. Serving as Medical Director at Liberty Bay Recovery Center in Portland, ME since 2019, Dr. Bell has enthusiastically accepted an expanded role at Granite Recovery Centers in July 2025. He prioritizes a multidisciplinary approach utilizing evidence-based MAT and traditional 12 Step-based recovery.
Tyler Pulcini, B.S.
Operations Manager

Tyler Pulcini has spent nearly two years dedicated to the mental health and substance use treatment field. His experience spans various roles where he has supported clients through 12-step work, aftercare planning, case management, and spiritual development. As Operations Manager, Tyler oversees daily operations at the treatment center, ensuring seamless coordination between staff and clients to provide consistent, high-quality care. Tyler is driven by a mission to help those in need through compassion, presence, and purpose. In his free time, he enjoys hiking, sports, traveling, and spending time with loved ones. A lifelong learner, he regularly explores books and podcasts that promote growth, spirituality, and self-discovery.

Michelle Peare, MSW, MLADC
Clinicial Director

Michelle Peare is the Clinical Director at Liberty Bay. Michelle has nine years of clinical experience in the field of psychology and social work, holding a master’s degree in social work and NH state licensing as an MSW, MLADC. During this time, they have consistently demonstrated a deep commitment to improving the mental health and well-being of their clients. Throughout their career, they have worked in a variety of settings, including outpatient clinics, residential treatment centers, and private practice, where they have provided compassionate and effective care to diverse populations.

In addition to their clinical work, Michelle has also contributed to program development, and staff training, consistently staying abreast of the latest developments in their field through ongoing professional development and education. Their dedication to ethical practice, combined with their clinical skills, has led to positive outcomes for countless clients over the course of their career.

In Michelle’s down time you can find her at the ocean or beach, 4wheeling and spending time with her family.

Rachel Rumery, RN
Nursing Supervisor

Rachel Rumery has been a dedicated member of Granite Recovery Centers since 2020, starting as an overnight nurse at Green Mountain Treatment Center. After more than three years in that role, she transitioned to Liberty Bay in July 2024 a Nursing Supervisor. Rachel was drawn to the field of substance use recovery by a desire to help others, and her passion for serving the recovery community has only grown with time. Outside of her professional life, Rachel enjoys the outdoors, spending time with her family, and caring for her beloved 4-year-old husky, Mya.
